The Oil City Civic Center was formed to foster the arts, culture, education and socioeconomic improvement in the Oil Region, as well as preserve the historical integrity of the National Transit Building and Annex. The group supports other non-profits, social services organizations and cultural institutions in the area by offering them a central location at an affordable cost. The group also supports the Venango County Chamber of Commerce and the Oil City Main Street program in various capacities, as well as educating the community about the region’s history by offering tours during the Oil Heritage Festival. Pre-pandemic, the OCCC nearly went defunct, but renewed efforts have brought them back to life. In 2022, the Board was reorganized with six volunteer members to rededicate the organization to its original mission:
